Utility Billing
The City of Burlington provides residential and commercial electricity, water, sewer and contracts with an independent provider for trash service.

Natural gas service is provided by Black Hills Energy. Please contact them regarding natural gas service at 888-890-5554.

Residential Rates
Electricity is .1433 per kwh plus a $10.00 minimum monthly charge.

Water is charged at $37.55 per month minimum for the first 5,000 gallons and $2.00 per 1,000 gallons after that. Since some water meters are not normally read during the winter months (snow buildup) there may be a “catch up time” during the spring.

Sewer service is a flat monthly charge of $20.00

Commercial Rates
Electricity for small commercial entities is .1497 per kwh, plus a $10 minimum monthly charge. Electricity for large commercial entities is .0924 kwh plus demand at 9.637 and a $10 minimum monthly charge.

Water is charged at $38.20 per month minimum for the first 5,000 gallons and $2.00 per 1,000 gallons after that.

Sewer service is a flat monthly charge of $20.00.

Arranging Service
To set up utility service, customers will need to come to Burlington's City Hall, located on the corner of 15th Street and Senter Avenue. There is a $100.00 residential meter deposit that is charged with standing good credit and a $20.00 connect fee to have meters read and the account placed in your name. Commercial deposits are $500 for a small business, $1,000 for a medium business, and $1,500 for a large business, with a $20 connect fee to place the account in the business's name. Sometimes people wonder why they have to pay the connect fee if the lights are already on--we leave utility services connected as a courtesy for property owners to protect against freezing and damage.

When you move out of town or to a new Burlington residence, the deposit will become accessible to you. It will either automatically transfer to your new Burlington residence when you inform us of your move, or be applied to your final utility bill. If any credit remains after your final bill, we will return the unused portion to you. Please make sure to provide us with a forwarding address.

If a new account remains in good standing (all payments received on time) for one year, your deposit will be applied to your utility account as payment.

Utility bills are mailed by the 1st of every month and are due and payable upon receipt. Customers have until 4 p.m. on the 15th of the month to make their payment without a penalty. The penalty is 10% of the outstanding balance and is computed on the morning of the 16th.

Plan for holidays and blizzards so your payment won’t be delayed. If payment isn’t received in time, customers will be sent a reminder bill, which will tell you the date of shut offs. If the bill is not paid by 8 a.m. on the shut off date, there is an additional $70.00 fee and the utilities will be shutoff.

Auto Pay
The city offers one form of auto pay via automatic bank account withdrawal.

If you would like to sign up for auto pay service, please return the auto pay form to City Hall with a voided check. Payments are withdrawn on the 10th of each month.

Auto pay is also available via Xpress Bill Pay

Level Pay

If you are interested in level pay, please review the eligibility requirements. If you are eligible for level pay, please return the level pay application to City Hall.

When You Move In
Don’t assume that we know you are settled in a new residence--please let us know you are here! If you fail to notify us, you may have the unpleasant and unnecessary experience of finding your power is off when you haven’t even received a bill yet, a result of an unpaid bill left by a previous tenant. To spare yourself that unpleasant hassle, let us know you are here. We are happy to help get your utility services started.

When You Move Out
Be sure to let us know when you are leaving your current residence so that we can properly terminate your account. Otherwise, you could be charged for someone else’s utility expense after you have moved. A quick stop in or call lets us know when you are moving and we will do the rest. Be sure to provide a forwarding address for final billing or any deposit refunds you may be due. It is our goal to make your transition as smooth as possible.
