Comprehensive Plan adopted in 2025

WHAT IS A COMPREHENSIVE PLAN 

AND WHY COMMUNITIES HAVE THEM


Communities around the country develop Comprehensive Plans to guide municipal operations and community priorities over the near-term (up to 10 years) and long-term (10 to 20 years). In Colorado, Comprehensive Plans serve as advisory documents guiding future land use and economic development; parks, recreation, and open space; transportation; housing; and infrastructure. 

The Burlington community conducted a very thorough and thoughtful planning process in 2024 and early 2025 to develop a new Comprehensive Plan to guide the evolution and desired improvements in the community over the near-term and over the next 10 to 20 years.

Burlington’s previous Comprehensive Plan dates back to 1979 and the community experienced significant changes over the last four decades. 

For the new Comprehensive Plan, a bilingual community engagement effort titled Building Burlington involved nearly 2,000 people over a nine-month period and gathered input from residents, visitors, business owners, and other stakeholders through three community surveys and numerous stakeholder meetings. 

Building Burlington developed the community’s vision for the future and how Burlington can achieve this vision over time.

Burlington’s Comprehensive Plan serves as the “blueprint” for the City of Burlington and sets the foundation for desired changes and improvements in the community over the next 10 to 20 years. 

The updated Comprehensive Plan establishes the priorities for actions to be taken by the City,   partner organizations, and community members as a whole over the next two decades.
